InclusiveCities4All 2.0 (EaSI 2026-2029)

Across Europe, cities are finding new ways to tackle poverty, improve access to housing and services, support people into jobs, and ensure everyone can take part in community life.

InclusiveCities4All brings together more than 170 cities to learn from one another, develop practical solutions to shared challenges, and help turn the principles of the European Pillar of Social Rights into tangible improvements for residents.

Running from 2026 to 2029, the initiative supports cities in addressing some of today’s most pressing social issues, including housing affordability, homelessness, skills shortages, social exclusion, access to services, childcare and care, demographic change, and equal opportunities.

Through training, peer learning, research, political dialogue and awareness-raising activities, InclusiveCities4All helps cities strengthen their capacity to deliver more inclusive policies and services while contributing their experience to European policy discussions.

What we do

Build cities’ capacity to drive social inclusion

Cities are often the first to see the effects of social challenges and the first to test new solutions.

InclusiveCities4All supports city practitioners through training programmes, peer-learning activities, study visits, city dialogues and Social Innovation Labs. These activities help cities exchange experience, develop new approaches and adapt successful ideas to their own local context.

Bring local evidence into European policymaking

Effective policies rely on understanding what is happening on the ground.

The project gathers data, evidence and experiences from cities across Europe to identify emerging social trends, monitor progress and contribute recommendations to European policy debates. Annual monitoring reports, policy papers and research activities help ensure that local realities are reflected in future social policies.

Strengthen political commitment

Long-term change requires political leadership.

Through the annual Eurocities Social Affairs Forum, high-level events and ongoing engagement activities, the project creates opportunities for mayors, deputy mayors, city leaders, national governments and European institutions to discuss priorities, share solutions and strengthen cooperation on social inclusion.

Showcase cities making a difference

Cities are delivering innovative responses to social challenges every day.

InclusiveCities4All highlights these efforts through articles, videos, podcasts, campaigns and events that share lessons, inspire action and raise awareness of the role cities play in building a more inclusive Europe.
