Become a Prospect+ mentor to lead the energy transition

The Prospect+ project is looking for mentors with innovative financing schemes for energy efficiency.

Citizens in Lisbon recently chose to invest €1 million in a green corridor and €2.8 million in creating bike lanes to connect green spaces across the city. These investments were part of the municipality’s Green Participatory Budget, a separate participatory budget dedicated to projects on the environment and climate change.

Lisbon was one of the mentors in the first edition of the PROSPECT project. Given the interest that it generated in cities across Europe, PROSPECT returned in 2021 and has since organised exchanges and study visits for participants of this edition’s first capacity-building cycle, which started in March.

With preparations for the second capacity-building cycle underway, we invite regional and local authorities and their energy agencies to share their experiences in carrying out projects financed through:

  • Citizens Finance (crowdfunding and cooperatives)
  • Internal Contracting (so-called intracting)
  • Green Bonds (the ability for local governments or their agencies to issue green bonds to fund their sustainable energy and climate actions)
  • Guarantee Funds (loan guarantees provided to lenders which serve as buffers against first losses of non-payment by borrowers)
  • Soft Loans (loans below market rates and with longer payback periods derived from public fundings, to facilitate investments)
  • Revolving Funds (established to finance a continuing cycle of investments through initial amounts received from shareholders)
  • Third-party Financing (debt financing where project support comes from a third-party, e.g. ESCO, which is not the user or customer)
  • Energy Performance Contracting (EPC)

A new cycle is about to start, and the project is again looking for cities and regions that have implemented sustainable energy and climate actions by using innovative financing schemes.

Innovative financing schemes are non-traditional ways of raising funds and facilitating sustainable energy and climate investments by mixing different sources, such as own funds, public and private funds, or engaging different partners (like citizens, for example).

Do you want to help lead the energy transition? You can apply as a mentor to the second cycle of the Capacity-Building Programme in one of these thematic areas:

  • Public buildings,
  • Private buildings,
  • Public lighting,
  • Transport,
  • Cross-sectoral.
