Eurocities Leipzig declaration on local democracy

The Eurocities Leipzig declaration on local democracy reaffirms cities’ commitment to democratic values, citizen participation, gender-balanced representation, and standing firm against hate speech and discrimination.

Adopted by European mayors during the Eurocities ‘Upgrading Local Democracy’ conference in Leipzig in April 2025, the declaration responds to rising authoritarianism, democratic backsliding, war and polarisation by calling for a renewed democratic pact between all levels of government.

Mayors state that cities are democratic anchors in society, trusted by citizens, and essential for countering disinformation, restoring trust, and engaging people in decision-making. They call on EU leaders to establish a formal strategic dialogue with local governments, and to ensure that cities are meaningfully involved in shaping key EU policies and the next seven-year EU budget.

“We are ready to work alongside EU and national leaders to uphold and promote democratic values, the rule of law, and the inclusion of citizens in all aspects of local governance,” the declaration states.

The declaration also calls stronger multi-level cooperation to protect democracy, respect the rule of law, and enable cities to lead local democratic innovation, highlighting city-level initiatives that empower communities, foster inclusion, and defend fundamental rights.
