Eurocities and LSE Cities are co-organising a public event at the European Parliament in Brussels to discuss the landscape of city government innovation in Europe.
The event, being hosted by MEP Pierfrancesco Maran, will focus on the launch of the major new report, ‘Public Innovation: Building Capacity in Europe’s cities,’ written by LSE Cities in partnership with Bloomberg Philanthropies and Eurocities.
Building on a new Eurocities Pulse Survey of 65 European cities and deep-dive case studies, the report explores how cities are embedding their capacity to innovate, what’s working, what they can learn from each other, and where they need more support.

Event background
A new wave of city leaders and changemakers are working to transform Europe’s city governments. They recognise that to meet the challenges facing Europe today, and in the decades to come, city governments will need to find new ways of working. From building stronger collaborations with urban residents to developing new tools for agile, creative thinking across departmental silos, government innovation is an urgent agenda for European cities.
Yet, despite this momentum, many cities administration face obstacles, including limited resources, rigid administrative structures, and the absence of long-term strategies to embed innovation in their governance systems. The European Union emerges as a vital enabler in supporting city government innovation, but there remains a need for more sustained, flexible funding to help cities build long-term innovation strategies.
This event will not only highlight in depth research and findings, but will also inspire discussions of how Europe’s cities can enhance their innovation efforts in an increasingly complex world. By fostering creativity within public sector institutions, cities can continue to play a central role in addressing Europe’s most pressing challenges.
Participants will hear from leading policymakers, city officials, and innovation experts on topics such as:
- Leadership and innovation: How can city leaders effectively drive innovation, and what support do they need to turn ambitious ideas into reality?
- Breaking down barriers: What can be done to overcome the common obstacles faced by city governments, such as resource limitations and rigid administrative systems?
