Multi-level governance

The future of Europe depends on the success of its cities. Local authorities are responsible for the implementation of more than 70% of EU rules, but to make the EU fit for purpose we must strengthen our tools for working together. Only with the proper involvement of cities in the decision-making process, can the EU deliver a green and inclusive transformation. The Urban Agenda has been successful in elevating the role of cities on specific urban policy challenges. The 14 partnerships have brought together different levels of government, but there remains significant room for improvement, especially on the goal of achieving ‘better regulation’ and better involving member states in some of the partnerships.
