CIVITAS connects ambitious cities all over Europe that strive for sustainable and smart mobility! This is an informal networking event for cities to connect and exchange. Next to networking and speed dating with innovative New Mobility Services over drinks and appetizers, we will grant the stage to a couple of frontrunner cities to share their “utopian and dystopian futures” in a panel moderated by CIVINET Iberia.

Fail Forward – Lessons from Urban Mobility Innovations
Most innovation projects or initiatives fail for a variety of reasons. Mobility innovation is no different. “Doing innovation” therefore equates “doing failure” in many ways, yet we often only hear polished sunshine stories and not about what went wrong and what to learn from those experiences. In this session we will embrace failures to learn and propel us forward.

The session will highlight the role of cities in fostering human rights in the digital era and promoting a human-centered digital transformation. A first dialogue will expose how and why cities are relevant to addressing digital rights challenges. It will be followed by a solution dialogue, showcasing different projects from cities to uphold digital rights in urban spaces.

EU cities paving the way for the CitiVERSE
A new concept is taking shape – the CitiVerse, a virtual world, where citizens can navigate and discover public and private cultural, historical, or touristic digital and physical assets, while businesses will offer innovative and circular services. How are EU cities creating the CitiVERSE? In this session, Living-in.EU will bring champion cities and companies together to discuss their approaches and lay the foundation for a strong collaboration.

Digital rights in Europe: Where are we at and where shall we go?
During this Agora Session, we will take a European perspective on the place of digital rights within the European digital transformation by bringing together stakeholders from cities as well as from European institutions, such as the European Commission and the European Parliament. The conversation will address the common points and topics in the European Declaration on Digital Rights and Principles and the Cities Coalition for Digital Rights’s declaration, the role of local governments in protecting human rights, and the implications of global policies on ethical and inclusive digital practices. A guest speaker from the European Commission, the writer of the Digital Decade 2030 annual report, will present his views on the place of Digital Rights in the Digital Decade 2030 annual Reports. We will also take this opportunity to present the first edition of the “International Digital Rights Days”, coordinated by CC4DR and taking place in dozens of cities all around the world, on December 10 & 11 2024.

Eurocities Digital Forum - WG Foresight workshop
“Enabling cities and municipalities to scope emerging technologies”
This two-hour interactive workshop aims to provide insights into the potential of emerging technologies, to shape a robust framework for their implementation that local governments can adopt independently in the future. Participants will begin by sharing what challenges they need to address. After that, they will have the opportunity to explore a few emerging technologies with industry experts to better clarify their common understanding. The workshop ends with an elaboration on the strategic implications and expected evolutions, but also the preconditions for the adoption of such technology.

Urban Digital Twins: towards evidence-based decision-making?
Eurocities and the Barcelona Supercomputing Centre are jointly organising a training for European cities on digital twins as tools for evidence-based decision-making. The event as part of the SCEWC would allow for making the link between the Expo and the training, and to facilitate a discussion on the potential of digital twins for urban policy-making, at technological and political level, between city officials, experts, and other stakeholders.

Urban Digital Twins: what is at stake for European cities?
Urban Digital Twins (UDTs) are transforming how cities manage urban planning and public services, offering new ways to model complex systems and respond to emerging challenges. This 45-minute Agora session, co-organised by Eurocities and the Barcelona Supercomputing Centre (BSC), will provide a snapshot of how UDTs can support smarter decision-making, improve service delivery, and engage communities. The discussion will explore current use cases and innovations, share insights on overcoming common obstacles, and highlight practical applications already implemented by cities across Europe. It will take place in the framework of the joint training offered by both organisation as part of the vCity project on 7-8 November.
Despite the promise of UDTs, cities face several challenges in their implementation. Common barriers include difficulties with data integration and interoperability, limited technical skills and organisational capacity, and the need to balance data-driven insights with other decision-making factors such as political priorities and public expectations. Additionally, cities often struggle with ensuring long-term investment and commitment to UDT projects while navigating evolving regulatory requirements and safeguarding data privacy. This session will address these challenges and discuss how cities can better leverage UDTs for impactful urban governance.

Innovative Financing Options and Private Capital for Energy Transition in Cities
As subsidies run out, cities need new financing solutions for energy transition. Public authorities must urgently adapt by embracing innovative financing instruments. Those that can overcome barriers and secure private investment will be better positioned to meet their climate goals.
In this session, you will learn what options cities have, how to secure private capital, and what obstacles need most attention. For the first time, we will share the results of the ongoing consultations on public authorities’ attitudes towards less traditional funding sources.
We will also talk about practical steps to secure private capital by aligning cities’ plans with investors’ priorities, using insights from the matchmaking meetings and investor feedback.
The session is part of PROSPECT+ Policy Dialogue and our ongoing efforts to bring attention to the needs on the local level.

Eurocities Digital Forum - Delivering an inclusive urban digital transformation
This roundtable will discuss the fundamental challenge facing cities today: how to reap the benefits of digital transformation and ensure it delivers for everyone, fostering social inclusion and integrating the environmental aspect. City representatives will bring their examples and perspectives and discuss how international cooperation can support cities in playing their part to achieve the twin transition and Sustainable Development Goals.

Cities Coalition for Digital Rights meet-up
Following the General Assembly in Maceio during the event “Connected People Integrated Cities”, 5-6 September, this CC4DR annual meeting will focus on taking collaboration to the next level by encouraging its members to get involved in the Coalition’s activities. It will be the opportunity for members to learn about the different possibilities of being involved in one or several mission projects. In a roundtable layout, cities will engage in small-group discussions with the leading cities of the CC4DR’s six missions. They will decide on concrete next steps regarding their involvement in the Coalition. Time will also be dedicated to the CC4DR campaign for the International Digital Rights Day, providing cities with tools to get involved in the campaign to foster digital rights. This internal meeting will gather representatives of CC4DR members and is by invitation only.

Eurocities Academy Training - Urban Digital Transformation: Towards evidence-based policymaking
The Barcelona Supercomputing Center and Eurocities have joined forces to offer European cities a training programme to build capacities for developing Urban Digital Twins applications and incorporating them into enhanced decision-making processes. The training will be conducted in English. It will follow a hands-on approach, complementing insights by experts with case-based and peer-to-peer work sessions.
