For an ambitious EU Framework on Climate Adaptation and Resilience

As climate change accelerates, European cities are at the forefront of adaptation and resilience efforts. The Eurocities policy paper “For an ambitious EU Framework on Climate Adaptation and Resilience” lays out a comprehensive vision for strengthening urban resilience against the intensifying impacts of climate change.

Climate-related damages cost the EU €650 billion from 1980 to 2022, and risks are intensifying, threatening energy, food security, ecosystems, and public health.

With over 75% of Europeans living in urban areas, cities bear the brunt of climate impacts but also hold the key to innovative solutions. Cities must play a central role in the creation and implementation of adaptation plans, supported by adequate funding, resources, and technical assistance. Drawing on the experiences and insights of cities across Europe, this policy paper identifies the critical challenges cities face and proposes actionable recommendations.

For example, it emphasises the urgent need for a cohesive and ambitious EU Climate Adaptation and Resilience Plan that aligns with other key initiatives such as the Water Resilience Strategy and the Clean Industrial Deal. The EU’s Adaptation Plan must include clear, binding, and time-bound targets to ensure accountability and progress.

In addition, adaptation and resilience should be embedded in all EU and national policies, with a focus on co-benefits and long-term sustainability.

As in the last leaked work programme of the European Commission the Adaptation Plan and Water Resilience Strategy seemed to have disappeared, postponed to 2026, having an agreed position not only on the plan but also on sectoral needs related to resilience will be key to convince policy makers not to further delay proposals in this area.

  • Promoting sustainable water use and integrating nature-based solutions.
  • Expanding green and blue spaces to combat urban heat and improve quality of life.
  • Enhancing building standards and integrating green, blue, and solar solutions.
  • Reducing soil sealing and supporting de-sealing initiatives for better climate and biodiversity outcomes.
  • Strengthening local economies through investment in green skills and resilient infrastructure.
