Virtual Summit: Cities for Democracy and Innovation

On Europe Day, 9 May 2025, city leaders, international organisations, civic innovators, and global networks will come together for the Cities for Democracy and Innovation Virtual Summit, jointly hosted by Istanbul Metropolitan Municipality (IMM) and Eurocities, the leading network of major European cities.

This timely international gathering aims to highlight the growing role of cities as defenders of democratic values, especially in times of uncertainty. From inclusive governance and civic innovation to city diplomacy and youth engagement, the summit will showcase how cities across Europe and beyond are building resilient, hopeful, and participatory urban futures.

“Cities have always been at the forefront of democratic progress. Today, as we face new challenges to civic space and inclusive governance, cities once again stand united — not only to protect democratic values, but to reimagine them for the next generation,” said André Sobczak, Secretary General of Eurocities.

The summit will bring together mayors from cities including Oslo, Sofia, Braga, and Istanbul, alongside speakers from institutions such as the Global Parliament of Mayors, and leading civic tech organisations. Key themes include:

  • Local leadership and democratic resilience
  • Civic action, peacebuilding, and innovation
  • International solidarity and city-to-city diplomacy
  • Youth voices and citizen participation in shaping the future

“Istanbul is proud to stand with cities across Europe in a shared commitment to democracy, innovation, and human dignity,” said Nuri Aslan, Acting Mayor of Istanbul Metropolitan Municipality. “This summit is a call for collaboration — and a celebration of cities that lead with courage, creativity, and care.”

Held on Europe Day, the summit underscores the role of cities in upholding the core values of unity, peace, and cooperation. Participants will explore how shared values and global city alliances can foster more just, inclusive, and connected communities.

Expected outcomes include a “Cities for Democracy” declaration, the proposal of a city-based solidarity mechanism, and the launch of a working group for cities seeking to strengthen democratic engagement and civic resilience.
