City diplomacy in times of multiple crises – Trends, structures and opportunities

24 Apr

Cities today find themselves at the forefront of global challenges, ranging from climate change and migration to rising geopolitical tensions. Increasingly, they are stepping into diplomatic roles once reserved for national governments.

This webinar, co-hosted by Eurocities and the City Diplomacy Lab, will present insights from two new reports:

Together, these studies shed light on how city governments across Europe are strengthening their capacity for international and EU engagement.

They highlight practical examples, such as dedicated EU affairs and international offices, cross-border alliances, and innovative diplomatic strategies, while also offering a forward-looking view of how cities can stay ahead of emerging crises.

Objectives of the webinar:

  • To identify emerging trends and priorities in city diplomacy, drawing on data and examples from the two new reports.
  • To understand effective organisational structures for international and EU engagement, including how city administrations can measure and enhance the impact of their diplomatic efforts.
  • To recognise the value of cross-border collaboration in addressing pressing challenges, such as climate change and migration, and learn how solidarity is translated into concrete joint initiatives.
  • To examine the interplay between local actions and broader international policy agendas, assessing how city-led actions in areas like sustainability and digital transformation can shape EU and global frameworks.
  • To explore strategic planning approaches that help cities strengthen their diplomatic capacities, build robust partnerships, and remain resilient in the face of multiple crises.
