USER-CHI is an EU funded project under the Horizon 2020 programme that will run for four years. USER-CHI stands for ‘innovative solutions for USER centric CHarging Infrastructure’ and will unlock the massive potential of electromobility in Europe by helping cities plan and implement charging infrastructure that meets people’s real needs. The project was submitted to the H2020 programme in the area of “Smart, green and integrated transport”, focus on Building a low-carbon, climate resilient future, and particularly in the topic LC-GV-03-2019: User centric charging infrastructure.

Work description
USER-CHI Consortium, coordinated by ETRA I+D and represented for this tender by Eurocities is looking for a video producer company (organisation or individual) to develop a series of videos (5 in total) testing long-range travel using USER-CHI charging solutions. This will include 4 trips of approximatively 600kms each in Spain (Barcelona-Valencia round trip), Italy (Florence-Rome round trip), Hungary (Budapest-Zagreb round trip) and Finland (Turku-Kotka round trip); an additional video summarising the 4 trips will be also required.
Each video will document the initial charging session at starting location, the trip, intermediate charging at a given location and reaching and charging at the destination. The videos will include footage of the city landscape, three charging sessions each, interviews conducted during the charging session and features of the charging poles and interoperability app use.
In Barcelona, Florence, Rome and Turku the video will also include a part where the participants will use, park and charge e-bikes and/or e-kick scooters starting and ending in the chargers installed for that in the project.
The videos should form a coherent identity with other communication elements in the USER-CHI brand and the graphic identity of the project as provided by Eurocities.

Objectives
- The main objective is to showcase and validate the charging solutions deployed and tested by the project and validate the interoperability of the solutions on the TEN-T corridor.
- Showcasing project results and user-friendliness of the products deployed.
- Inspire change in Europe, especially with regard to getting other cities’ governments and their residents interested in developing their own charging infrastructure. The related secondary objective is to give inspired cities concrete insights about what is possible and what best practices exist in this domain.
- The videos should be engaging and powerful to ensure strong visibility for the project.
- The audience should be able to remember the advantages presented by those measures and how useful they are for the city and residents, as well as the environment.

Target audience:
- These videos will be used to validate the interoperability on the TEN-T network at project level and to report to the European Commission.
- The videos also form a part of the communication strategy of the project and will be a key communication tool to present the project and its activities to the general public.
- Besides the public, both the technical and political level from cities, smart city experts, academia, and citizens will be targeted.
- The project has high expectations of attracting other cities to replicate. Therefore, what is depicted in the video should be able to attract and inform.
- The language of the video should be, as much as possible, jargon-free, engaging and clear.
Distribution:
- The technical solution chosen has to meet the expectation of making it possible to present the video across devices and at all relevant events organised by the European Commission or any other relevant stakeholder in the e-mobility market, as included in the USER-CHI project dissemination activity plan.
- It will be available for viewing on the project homepage + certain social media channels, such as YouTube, and shared via X and on LinkedIn.
Duration of the videos:
- The four final videos, will have a duration ranging from 5 to 7 minutes;
- The summary video with extracts from the other 4 will also range from 5 to 7 minutes
Requirements and commitments
Commitments and organisation of work
The interested individual, company should:
- Commit to traveling to each of the cities to be filmed;
- Commit to travel approximatively 600kms in a rented electric vehicle supported by one or several members of the USER-CHI consortium locally.
- Commit to rent electric vehicles needed to perform the travels: the EV rental will be needed for Italy (Florence-Rome round trip), Hungary-Croatia (Budapest-Zagreb round trip) and Finland (Turku-Kotka round trip). In Spain (Barcelona Valencia round trip), the vehicle will be provided by the project.
- Commit to recording enough footage of the trips between March 2024 and May 2024;
- Work closely with Eurocities and USER-CHI partners to develop scripts and visual style;
- Work closely with Eurocities and USER-CHI partners throughout the process, collaborating on ideas and engaging in feedback sessions on drafts of the videos;
- Edit and add graphic elements to the recorded materials;
- Provide complete raw video footage to USER-CHI consortium;
- Propose licence free music and sound effects;

Budget
The maximum budget available for this call is €40,000 euros (all taxes must be included).
Note: Please include at least 5 rounds of testing for corrections after initial design.

Questions and answers:
Budget and Expenses:
- The €40,000 budget must cover all necessary expenses, including travel (flights, meals, etc.) and the cost of renting an electric car for three trips (except the trip Barcelona-Valencia).
Footage Exchange:
- Footage from the project should be shared via a download link.
Transportation and Driving:
- Participants are generally responsible for renting and driving the electric car. However, assistance from a driver from the local consortium is available if needed, and a project representative will accompany each trip, potentially driving if allowed by the car rental agreement.
Video Production:
- Videos should include shots and soundbites during car journeys.
- Narration for the videos can be in English with local language subtitles, or vice versa, but the final video must be in English.
- Proposals should account for rounds of corrections for each video after the initial submission.
Legal and Contractual Questions:
- Submitted offers are not legally binding until selection and confirmation. Notification of selection will occur by 20 February after preliminary selections and discussions.
Eligibility and Submission:
- Companies outside Belgium, including non-EU entities, are eligible to apply
Vehicle and Charging Requirements:
- The rental of European brand car, manufactured in Europe and of type M1, is recommended.
- Details on USER-CHI charging stations and strategies for managing range anxiety over 250-300km trips, including en-route recharging, will be provided.
Travel Arrangements:
- Round-trip travel with the electric vehicle, rather than one-way, is required
- There are no specific restrictions on airports of arrival or departure, allowing for flexibility in travel planning.
Content and Corrections:
- Initial video designs are to be submitted with the understanding that each will undergo one round of corrections, totalling five rounds across all videos. This process is intended to refine the videos to their final versions, with each correction round corresponding to feedback on the initial submissions.
