Eurocities is seeking a video company to produce a video of +/- 3 minutes featuring several mayors introducing our EU elections campaign.
About the campaign
As part of a far-reaching digital campaign seeking to amplify the voice of cities among the European institutions during the upcoming EU elections, Eurocities has produced a manifesto endorsed by its mayors for building a stronger Europe. This short video will contain key campaign messages elaborated by mayors, with each mayor speaking briefly.
Work description
Eurocities is seeking a video production company (organisation or individual) to develop a single video of +/- 3 minutes. The provider will be expected to film or arrange the filming of the five or six contributing mayors in their city and edit together the footage into a single video with an intro and outro.
Target audience
The target audiences are decision makers: the Belgian EU Presidency, current and incoming Members of the European Parliament, EU Commissioners, and EU Perm Reps and other mayors and city leaders. The primary objective is to boost the role of cities at the EU level by demonstrating that local leaders are essential allies in the European project.
Distribution
The chosen technical solution has to allow the video to be presented across devices and at all relevant events. It should be available for distribution via YouTube, X (formerly Twitter), LinkedIn, Instagram, and other popular social media platforms.
Reference examples
The manifesto video should, in a fast paced and engaging style, present the demands of cities for the new European institutions, with mayors presenting insights, and include a transition indicating a connection between them. A script, and draft concept, to be further fine tuned, will be provided by Eurocities. It is possible to request the draft concept if relevant to develop the quote.

Commitment
The interested individual or company should:
- commit to travelling to each of the cities to be filmed;
- commit to recording enough footage of the mayors before 25 February 2024, depending on mayors schedule, which Eurocities will help to coordinate;
- work closely with Eurocities to develop scripts and visual style;
- work closely with Eurocities throughout the process, collaborating on ideas and engaging in feedback sessions on drafts of the videos;
- edit and add graphic elements to the recorded materials;
- provide complete raw video footage to Eurocities;
- propose licence free music and sound effects;
- provide relevant Premiere or equivalent files.
Schedule
Filming should take place in February.
The first draft of the video should be provided by early March, and the final draft by the end of March, with adequate time for three rounds of corrections.
The video producer needs to be available to work closely with Eurocities on the script and production and to have the necessary meetings, which could include travel to five cities (all costs should be included in the price estimation).
Selection criteria
The contract will be awarded to the individual/company that scores best on the criteria below.
Scores for this call will be evaluated 70% on quality and 30% on price.
The weighting for this is as follows:
Coherence of the budget, 10%
Schedule (more rapid delivery would be a plus), 10%
Content, 30%
Previous experience, 10%
Commitment to sustainable and social practices, including ecological transport choices, 10%
Price, 30%
The offer should be with prices quoted in EUR and should include:
- the net value of the provided service and the VAT value;
- description of expertise relevant to the task and examples of work performed;
- budget breakdown with specific cost descriptions (please include at least three rounds of testing for corrections after the initial design).
The total price must include all costs and all expenditure incurred directly and indirectly by the contractor in performing the tasks.
Individuals/companies applying from outside Belgium should convert their offers from their national currency into EUR based on the rate established by the European Commission for December 2023.

Furthermore, individuals/companies applying from outside Belgium should take into account that in case of intra-Community services, VAT is due in the country of the supplier of the service.

Budget
The maximum budget available for this call is €6,000 (all taxes must be included).
Note: Please include at least three rounds of testing for corrections after the initial design.
Should circumstances such as the imposition of travel restrictions make visits to the city impossible, the contracted party will make arrangements with local video providers in each relevant city to film and shall cede the relevant part of the budget to them.
