100 days EU: New European Commissioners take their seats

To mark the first 100 days of the European Commission, Eurocities #100daysEU campaign will highlight 10 priorities for a better Europe. As first set out at the European Mayors Summit, city leaders envisage ways to strengthen democracy, accelerate climate action, and address citizens’ most pressing needs. 

In the coming weeks, Eurocities will be sharing policy commentary on ways to progress towards a better Europe for cities and their citizens, by focussing on the following topics: 

A more democratic European Union 

Mayors and Members of the European Parliament share a common responsibility as pillars of democracy in Europe. To counter the rise of populism and deepen democratic legitimacy, the EU must strengthen the European Parliament’s role in decision-making and build a long-term urban policy. By forging a new partnership with city leaders, the EU can better reflect the needs of its citizens. 

Accelerated climate action 

Urban areas are both at the forefront of climate impacts and the key to achieving the EU’s climate goals. Mayors call for ambitious action, including a 90% reduction in greenhouse gas emissions by 2040. Cities need support to implement sustainable transport, energy-efficient buildings, renewable energy, and climate adaptation measures. 

Zero-emission mobility 

Reliable and sustainable urban mobility is essential to shift citizens toward greener modes of transport like public transit, walking and cycling. The EU must significantly increase investments in sustainable urban transport systems to promote equitable access and strengthen urban-rural connectivity. 

Welcoming and inclusive cities 

European cities are often the first to respond to migration and social challenges. Mayors urge the EU to recognise cities as integration stakeholders, include them in migration and asylum policymaking, and provide direct funding to integrate refugees and combat rising inequalities. A renewed focus on the European Pillar of Social Rights is essential to address these issues. 

Access to affordable and quality housing 

With housing shortages driving inequality and social exclusion, cities need urgent support. Mayors propose a European Housing Deal with at least €50 billion annually in long-term investments, fostering partnerships between the EU, national governments, and local authorities to expand social and affordable housing. 

A sustainable and inclusive culture 

Culture, arts, and creative industries are powerful tools for societal transformation and economic development. The EU should take stronger action to green these sectors, ensuring they contribute to sustainability while fostering inclusion and urban vibrancy. 

Human-centred digital transformation 

As online risks grow, the EU must adopt a balanced approach to digital rights, cybersecurity and equity. Cities are vital partners in ensuring fundamental rights online and bridging the digital divide. A comprehensive EU Digital Rights Governance framework is urgently needed. 

Stronger urban economies and clean industries for better jobs 

Cities are engines of innovation and economic growth. The EU’s Green Deal Industrial Plan must empower cities to decarbonise industries, create sustainable jobs and leverage strategic public procurement to build a fair and green economy. 

Sufficient public investment for local needs 

Cities require better access to funding to provide essential public services and climate action initiatives. Mayors call for EU legislation that facilitates local public investment, revises deficit rules and promotes fiscal decentralisation. A robust EU budget supporting sustainable urban development is essential. 

A role for cities in the enlargement of the European Union  

European cities play a critical role in fostering cooperation and integration between the EU and candidate countries. By involving cities in the enlargement process, the EU can encourage best practices, accelerate adherence to European standards and build solidarity among citizens. 

As pledged in the 10 priorities for European citizens and cities, signed by mayors in Strasbourg this October, Eurocities will pay close attention to the progress and implementation of these actions. The members of Eurocities Shadow Commission and Eurocities staff plan to meet regularly with representatives of the European institutions to this effect.
