Budgeting Urban Food Policies – Milan’s case study

Cities find it often complex to attract economic resources to finance actions and initiatives within their food policy. This document, developed within the framework of the Food Trails Impact Investors Lab, shares Milan’s experience and, with it, the tools for the identification, management and reporting of resources.

In 2014, the municipality of Milan and the Cariplo Foundation signed a memorandum of understanding, mutually investing 150,000€/year in human resources for the implementation of Milan’s Food Policy. This initial investment progressively generated cascading innovation in the local food system, until it reached, in 2022, a €150 million budget and extended significantly the responsibilities of pre-existing public food services.

This document shares the approach and tools, enabling a discussion on how cities can attract financial resources to achieve their local food policy goals.
