FAME

FAME  (Framework for coordination of Automated Mobility in Europe) is a three-year Horizon Europe project. Its goal is to develop common methodologies and tools to facilitate the sharing of best practices to support Cooperative, Connected and Automated Mobility (CCAM) stakeholders. 

Cooperation, consensus building and data sharing will be improved through the establishment of a stakeholder-validated European framework for testing on public roads, a common evaluation methodology (CEM), and of means for exchange of knowledge on CCAM activities. FAME also aims to enable comparability and complementarity of the results of all testing and demonstration activities in Europe. 

The development of the European Framework for testing on public roads lies at the core of FAME. The overall approach is built around three main building blocks and aims to engage with and enable stakeholders from the CCAM area, as well as capitalise knowledge about CCAM through an integrated approach. 

In addition, FAME coordinates and supports the EU Connected & Automated Driving (CAD) portal site and community – also known to be the CAD Knowledge Base.

Stakeholder Engagement 

Together with UITP, Eurocities are responsible for strengthening the stakeholder engagement at city and international level.  

FAME depends significantly on contributions from CCAM R&I projects to maintain the Knowledge Base’s relevance. A survey aims to gather fata on projects and associated test and demonstration activities. Emphasising cities in this survey is crucial, as we’ve recognised their pivotal role as testing grounds for CCAM initiatives, which are presently underrepresented. By sharing your insights, you’re helping ensure accurate mapping of the CCAM initiative. Respond to the survey here.

In January 2025, Eurocities moderated a panel with the City of Vienna and Keolis to discuss forward-thinking urban strategies to deploy automated mobility complementing public transport. Key takeaways included:  

  • Automated Mobility should adapt to the needs of the city and its inhabitants, not the other way.  
  • CCAM should not compete with but complement public transport.  
  • Operators must work in close cooperation with all partners, ranging from EU regulators to passengers, to successfully deploy CCAM services.  
  • Addressing challenges like public acceptance and policy alignment remains essential.

Policy Recommendations 

Safe, integrated and sustainable open-road testing and large-scale deployment of CCAM requires adaptation of international conventions, European and national legal frameworks, as well as the development of innovative regulatory approaches at regional and local level.  

In FAME, Eurocities engages experts, stakeholders and policy makers to debate the legal and regulatory dimension of CCAM and validate the recommendations developed in the project, also taking into account societal aspects such as inclusion, affordability and sustainability. The task organises policy debates and develops policy briefs summarising latest regulatory developments. 

In November 2024, Eurocities published the 1st release of the FAME Policy Brief. 

Policymakers and planners need to stay informed about the latest developments in CCAM, understand the potential impacts, and be proactive in creating strategies that will leverage these technologies to improve urban mobility. By elucidating the status, challenges, and prospects, our document seeks to inform about the critical intersections between emerging technology and sustainable urban mobility.

What’s next? 

Through these activities, Eurocities helps cities make informed, strategic decisions that will shape the future of urban mobility, ensuring safer, more efficient, and sustainable transport systems for all citizens.  

Although FAME activities are close to an end, that doesn’t mean that Eurocities or its members are finished in their quest to make local mobility more environmentally and people-friendly.
