Eurocities, the network of major European cities, is recruiting a Senior Policy Advisor in the field of social inclusion. The candidate would ideally start end of June 2022.

Responsibilities

As Senior Policy Advisor, you will coordinate the social affairs team under the supervision of the policy director. You will be responsible for leading Eurocities activities related to social policies, including implementing the European Commission EaSI grant on social inclusion.

The main tasks include:

  • leading on Eurocities work on social inclusion, including its thematic working groups
  • coordinating and supervising the implementation of the European Commission EaSi grant, including annual reporting and application
  • organising the annual Social Affairs Forum meeting in cooperation with the forum chair and host city
  • leading our mutual learning programme, including organising capacity building activities, policy and knowledge transfer, peer reviews, study visits, co-creation workshops, social innovation urban labs, etc.
  • undertaking policy-oriented research such as identification and collection of good practices, preparing surveys and presenting the results in concise reports
  • preparing policy papers and statements in collaboration with members
  • organising advocacy activities, including high-level political discussions and technical workshops
  • addressing the European institutions and other relevant organisations
  • developing potential synergies with other Eurocities policy areas, projects and communications activities by coordinating with relevant colleagues
  • providing effective communication to members and to a wider audience using the various available channels
  • managing a small team

Profile

You have:

  • a successful track record of at least 7 years of work experience in social inclusion policies in the European context
  • a Master’s degree or equivalent in social policies, social sciences, urban development, EU studies or related fields
  • experience in managing a small team of people
  • experience in policy-oriented research, including the ability to write and edit policy research papers in a logical, clear and concise way
  • experience in managing, coordinating and bidding for EU projects on social inclusion
  • experience of working in membership associations
  • experience in EU advocacy and influencing EU institutions, and other relevant stakeholders
  • experience in organising events and capacity building initiatives
  • excellent understanding of EU policies in social inclusion, inclusive labour market and fighting poverty
  • excellent understanding of the EU institutions, decision-making processes and funding instruments
  • good understanding of evidence-based policymaking, challenges and opportunities
  • good understanding of mutual learning and policy transfer methodologies
  • excellent knowledge of urban policies and cities in general, including the role of cities in the EU
  • good knowledge of local government
  • excellent research and analytical skills, including the ability to collect, analyse and present information in a clear and concise way
  • excellent political judgement for advocacy purposes
  • good planning, organisation and coordination skills
  • excellent oral and written communications skills in English
  • problem-solving approach
  • flexibility to deal with multiple and changing priorities
  • good negotiating and influencing skills
  • able to work autonomously and as part of a team

  • other languages (especially French)

We offer

  • a full-time position linked to the EaSi grant, starting as soon as possible
  • an employee contract, under Belgian legislation. The selected candidate will need to either live in Belgium or be willing to move to Belgium for the contract duration (candidates need to provide a Belgian address).
