EUROCITIES statement on sharing economy

Following on from our Annual Conference in Milan 2016, we published our statement on the sharing economy in March.

It highlights the pivotal role cities play in shaping the sharing economy, which has an impact on many urban policies and concerns a range of city competences. Cities need to harness the full potential of the sharing economy and channel its benefits. In the statement we call for a comprehensive EU framework, which introduces a clear definition of ‘sharing economy’ to protect European values and high standards in terms of labour rights, job
quality, working conditions, safety, data privacy and protection, and consumer protection. This framework must be based on an impact assessment of the sharing economy on the EU’s internal market and competition rules, as well as on EU and member state standards for consumer protection, working conditions, safety, hygiene, quality, and environment.

Our statement invites the European Commission to work with cities, member states, social partners, and sharing economy businesses to improve the understanding of the potential impacts, barriers, and opportunities related to the sharing economy. This approach should be in line with the principles of the Urban Agenda for the EU. We will share our statement with our partners in the Committee of the Regions and European Parliament as a basis for continued discussion on the sharing economy and the role of cities.
