Recommendations for the trialogue negotiations on the Waste Framework and Landfill Directives
In view of the current negotiations between the European Parliament and the Council on the European Commission’s proposal to revise the waste directives the three European associations representing cities, municipalities and regions: EUROCITIES, Municipal Waste Europe (MWE) and the Council of European Municipalities and Regions (CEMR) would like to request your support for the text highlighted below. In our view, the text will enhance the legislation, making it more effective from an economic, environmental and social angle.
European local authorities and cities have extensive experience in providing sustainable waste management as a service of general interest and play a crucial role in achieving the European waste management objectives, particularly with regards to separate collection, resource recovery and final disposal; the achievement of those waste management objectives being crucial to the successful creation of a circular economy.
Future recycling targets agreed at the end of the directives’ revision must be coupled with a clear calculation method for measuring the quantities of waste recycled which also identifies the measurement point clearly. These two elements will ensure a stable investment environment for a transition away from landfilling towards separation at source, high quality recycling and less residual waste remaining at the end of this process.
